Billie Jean Lockard, 46, of Interlachen, Florida, passed away on February 15, 2026 at 12:58 a.m. in Palatka, Florida.

She was born on July 25, 1979 in St. Charles, Missouri to James McDaniel and Kathryn Mayfield.

Billie Jean was a devoted mother, sister, daughter, aunt, granddaughter, and friend who loved her family fiercely and leaned on her faith through the highs and lows of life. She was known for her wild side, contagious laugh, and her resilience. She worked hard, loved harder, and to her children, she was simply the best mom in the world.

She is survived by her children, Allisson Kathryn Willoughby and William Alan Willoughby; her brother, Shawn Alan Morrow II; and many extended family members and friends who loved her dearly.

Billie Jean earned her Bachelor of Science in Business Studies, specializing in Accounting. She excelled in her career as a senior accountant at Stallant Health and had recently accepted a promotion to Controller, where she was training others to carry on her work. Beyond her professional achievements, she chased her dream of retiring to a lakefront home in Florida and took immense pride in the land she called her own, a reflection of her determination and love for life.

She was preceded in death by her mother, Kathryn Mayfield; her husband, Tony Lockard; and her grandfather, William Mayfield.

A service will be held at Master's Funeral Home in Palatka, Florida on Friday, February 20, 2026 at 12pm. Visitation will be held prior to the service at 11am.

Burial will follow at Westview Cemetery, Palatka, FL.

Floral arrangements may be sent directly to the funeral home and will be transported to the burial site.
